How do I get more landscaping work in winter?

Two things. Sell maintenance as a monthly plan so some income carries through, and build pages for the work that genuinely happens in the cold months — pruning, structural work, planning for spring. Most landscaping sites read as though the business closes in June.

What is the best way to show before-and-after photos?

Side by side, at the same angle, close to the top of the page. Not in a slider people have to drag, and not on a separate gallery page. It is the most persuasive thing you own and it should be the first thing anyone sees.

Should design and maintenance be on the same website?

Same site, different pages. They are different customers with budgets an order of magnitude apart, and mixing them means the design client thinks you are a mowing service and the mowing client thinks you are too expensive.
